It really depends on a woman's face. Some women look good with short hair and others look good with long. I prefer long hair on women, personally. That way, they're not mistaken for men. Of course, there are those rare times when men with long hair are mistaken for women. *shivers*

Long hair, because men feel like they have more control over a woman with longer hair. Women with shorter hair assert a sort of dominance and like to feel like they're in charge. Thus by feeling this way, they cut their hair short to prevent them from being easy targets for the male consumer because men like something they can hold onto while they're having "fun" with them. Sometimes even when walking with a girl, a guy will tug her hair to make her stop, getting attention, just generally being a man and feeling in charge. Most guys like that, therefor, most guys like girls with long or longer hair.

It really depends on the type of face the woman has. It really varies from woman to woman. I've seen some great looking short hair on certain women, and I have seen short haired women that looked really, really, bad.

I would say in general though, long hair wins the day in a guys eyes for most women.
